A USAID-backed challenge grant offer of $100,000 in microvouchers for eLearning prompted applications by 50 telecenter operators in August, 2005. Four pilot communities were selected in September, 2005 based on their willingness to give lead roles to the private sector for "eCenter" development, and to offer land grant areas as endowments for continuation of microscholarship initiatives after the startup phase.
